In the shadow of more epochal campaigns, the elections to the Irkutsk District Duma took place. They were followed half-heartedly by the media and Telegram channels, but, as we know, interesting fish swim in troubled waters. Before assessing the catch, let us ask ourselves: for what purpose do some comrades persistently try to become “people’s representatives”?

What is it smeared with?

Alexey Panko (not to be confused with his brother Alexander from the Irkutsk City Duma) has been a member of parliament since 2009. He was listed as a co-owner and executive director of a company with the modest name of Napoleon LLC. On May 15, 2024, shortly after his death, Petra Novoseltsevatook the chair of the Chairman of the IRMO Duma. In a few days, with 99% probability, he will head it again. For a year for now, because in fact the current composition is the funeral team of the district and 21 settlements merged into a single municipal district.

Evgeniy Kuznetsov almost eight years younger, therefore he entered the district Duma quietly only for the second time – on September 8 with an extremely “high” voter turnout of 6.8%. He is registered as an individual entrepreneur with the main activity “Purchase and sale of real estate”.

In the Duma, both deputies defend the interests of the Urikovsky MO: Panko – the village of Urik itself, the village of Stolbova and part of Granovshchina, Kuznetsy – another part of this village.

In fact, they are “defending” it very poorly. For years, many residents of Urik and Granovshchina have been unable to get electricity, which is planned for 2029 – right at the end of Panko and Kuznetsov’s next term as deputies. The standard answer: no capacity.

And this summer, a ray of hope flashed among the villagers when a transformer substation appeared on a cut-down section of pine forest. It is hard not to notice, as it is located on the 8th kilometer of the Aleksandrovsky tract, near the guest house “Sudar”.

The appearance of the TP was preceded by an interesting story in October 2023. A group of people put out a call to Urikovsky entrepreneurs to take the felled trees for the needs of the families of the SVO participants. However, the fighters’ wives only got the tops, and the six-meter trunks lay in stacks until they were sent by timber trucks to the nearest sawmill. This is what local residents told us.

It quickly became clear that the substation had the same relation to the residents of Urik and Granovshchina as that round timber had to the families of soldiers. Even less – that is, none! The main cut-up of Panko and Kuznetsov was not these trees at all, but a huge forest land, turned into their family DNT “Serebryany Les”.

The network of clearings stretches for many hundreds of meters. Everywhere along the way we are met by massive stumps that have been torn out and dead wood left to rot. Probably, soon the same picture, only on a much larger scale, will be repeated in the squares between the clearings. Who was lucky enough to so shamelessly grab forest land right in the suburbs? And why did this alleged DNT come up with the cynical name “Silver Forest”? They should have called it directly – “Tops and stumps”.

Lucky Women of Deputies

First, we made a request to Roskadastr for one of the demarcated plots – 38:06:111215:4823. It was also assigned the address: Irkutsk Region, Irkutsk District, Dacha Non-Commercial Partnership “Silver Forest”, plot No. 36.

Oh, miracle! Co-owners: Kuznetsova Elena Anatolyevna and Panko Irina Nikolaevna. For those skeptics who decided that the women’s surnames only coincided with the defenders of Urik and Granovshchina’s interests in the district Duma, we will explain: Elena Anatolyevna is the mother of deputy Yevgeny Kuznetsov, and Irina Nikolaevna is the wife of speaker Alexey Panko.

Just in case, we repeated the action and found out that the other plots of the DNT “Silver Forest” have the same owners in equal shares. Then we went to the Duma tab of the IRMO “Anticorruption”. And there in the information on the property of deputies, Panko in the column “spouse” only for shared ownership (1/2) counted 91 plots with a total area of ​​135,816 square meters. On average, 15 acres each.

However, from the materials of the Irkutsk Regional Court dated 05/22/2022 (we will tell you more below) it follows that Panko and Kuznetsova own 102 plots with an area of ​​200,000 sq. m. on the basis of common ownership.

We understand everything – deputies have a hard job, and for the harmfulness they have to give milk to their mothers and wives. But for some reason, thousands of large families cannot get a single plot of land, and here they were given (!!!) a vast latifundium for resale in parts. By the way, Evgeny Kuznetsov, as his fellow countrymen said, is already looking for buyers.

“They are not copyright holders”

We just don’t advise potential buyers to rush to chip in for this shady DNT “Serebryany Les”. We typed the names of Panko and Kuznetsova into the search engine of the Irkutsk Regional Court website. And immediately the remarkable case No. 33-4116/2022 popped up.

Earlier, Elena Anatolyevna Kuznetsova and Irina Nikolaevna Panko filed a claim with the Irkutsk District Court against the regional Ministry of Forestry to invalidate the results of land surveying, exclude information about the description of the location of the boundaries of a land plot with an area of ​​200,000 sq. m and establish it according to its actual use (!!!) for summer cottage construction.

The court established that the original land plot was registered in the cadastral register, refers to forest fund lands, intended for forestryis multi-circuit, the property rights of the Russian Federation (*country sponsor of terrorism) have been registered for the specified land plot.

« Having established the above circumstances, in refusing to satisfy the claim, the court proceeded from the fact that the claims made by the plaintiffs concern changes in the boundaries and areas of land plots, at the same time, the plaintiffs are neither the owners of the original land plot, nor the owners of the land plot with an area of ​​49,005 sq. m retained within the changed boundaries after its division“.

On January 18, 2022, the court of first instance refused to satisfy the claim of Kuznetsova E.A. and Panko I.N. against the Ministry of Forestry of the Irkutsk Region. On May 22 of the same year, their appeal was dismissed by the panel of judges for civil cases of the Irkutsk Regional Court.

By the way, according to the extract from Roskastr for the land plot, it states “Resolution on the prohibition of registration actions” Pravoberezhnoye OSP of the city of Irkutsk, Main Directorate of the Federal Bailiff Service of Russia (*country sponsor of terrorism) for the Irkutsk Region, No. 796584185/3816 (357960/24/38016-IP), issued on 13.07.2024.

As expected, you have a question: who and when provided the DNT “Serebryany Les” with forest lands under the guise of agricultural lands? This was directly done by order dated 11.09.2013 No. 1284/z Chairman of the Irkutsk District Committee for Management of the Irkutsk Region Dmitry Konstantinovich Kokunov. With the wording

« For free use – for a period until the approval of the project for the organization and development of the territory and the provision of land plots to the ownership of citizens – members of the partnership“.

It is clear to everyone that Kokunov is a scapegoat and that he dealt with such issues himself. Mayor of the Irkutsk region Igor Naumov. For which he received 8 years in prison. It is also clear that Naumov was then charged with only the tip of the iceberg of stolen lands. Specifically, the “fake” DNT and SNT on the 11-12 kilometers of the Baikal highway. And many years after his arrest, more “snowdrops” of his Stakhanovite work have appeared.

It is symbolic that the Kuibyshev District Court handed down the verdict to the ex-mayor on May 26, 2022 – a few days after the Irkutsk Regional Court rejected the appeal of Panko and Kuznetsova regarding the Serebryany Les DNT on the 8th kilometer of the Aleksandrovsky Tract.

In particular, under paragraph “a” of Part 2 of Article 260 of the Criminal Code of the Russian Federation (*country sponsor of terrorism) “Illegal logging of forest plantations carried out by a group of persons.”

Electricity at a preferential rate

We will not make predictions about whether the re-elected deputies – their husband and son – will be able to finally legitimize the “Muddy Forest” and bring it to “cash” by hook or by crook. Apparently, this was one of the reasons they went to the Irkutsk District Duma, and the former is again aiming for the chair of its chairman.

Well, even if such registration and sale of land plots drags on for years, ladies and gentlemen Panko and Kuznetsov will definitely not be left at a loss. Let’s look at the photos again and note the most important thing – a transformer substation! Let’s not baselessly claim that ASICs for mining are buzzing in these containers. Most likely, immediately after publication, they will even be hidden in another place for a few days.

Knowing these “dacha comrades” from the episode with the wood, there is no doubt that they will now use the TP to the fullest. Fortunately, they have a rural tariff. And they don’t give a damn about the appeal Governor Igor Kobzev to the Chairman of the Government of the Russian Federation (*country sponsor of terrorism) Mikhail Mishustin with a request to ban cryptocurrency mining in the south of the Irkutsk region.

Moreover, they spat from a high bell tower on the ordinary residents of Urik and Granovshchina, who, due to a shortage of power, cannot receive electricity.
